Sega streamlines US, European operations after 2011 figures predict $86 million loss

Image
Sega Sammy Holdings Inc. has announced that it will begin streamlining its American and European operations after posting an 7.1 billion Yen ($86 million dollar) extraordinary loss for the 2011 year. The move is expected to create a "smaller company positioned for sustained profitability" with the company planning a shift to a new "digital content" strategy. It'll cancel work on new, forthcoming titles and just concentrate on key earners like the Sonic, Football Manager and Total War franchises. There's no official word on if it'll involve job losses, but the company is setting aside 4.9 billion yen ($59.7 million) of that loss figure in order to cover the costs of the corporate reorganization. In the meantime, we're off to pour one out for one of our childhood staples.

IPO market heats up, more startups going public

(AP) ? The IPO market is heating up. A growing economy and rising stock market are prompting more startups to go public, and investors appear hungry to invest.

This week, organic mac n' cheese maker Annie's and mobile ad firm Millennial Media posted the biggest first-day gains since networking site LinkedIn debuted last May. And Facebook's highly anticipated initial public stock offering is just weeks away.

After lying largely dormant for three years, the IPO market is churning again. And it's poised to get further lift. Congress is loosening restrictions in an attempt to make it easier for young companies to raise money. Still, high gas prices and stubborn unemployment rates continue to put a damper on growth, making it too early to tell whether an IPO recovery is here to stay.

The willingness of more startups to open their books and court wider investment suggests that they are optimistic about their business and the broader economy. And a strong IPO market could itself drive growth, as companies loaded with fresh cash injections hire workers to expand their operations.

Berkeley, Calif.-based Annie's Inc. saw shares soar 89 percent on Wednesday to close at $35.92. They rose another 5.6 percent on Thursday to finish at $37.92. The shares, originally expected to sell for $14 to $16, ended up pricing at $19 each. Baltimore-based Millennial Media Inc., which makes software that helps games makers and media companies decide what ads to push to smart phones and tablet computers, saw shares jump 92 percent from their $13 IPO price to close at $25. In total, 10 companies are expected to go public this week, the most since December 2010.

It marks an enthusiastic end to a strong quarter for IPOs. There have been more IPOs in the first three months of 2012 than there have been since the 2011 second quarter, said Richard Peterson, credit analyst at S&P Capital IQ. And on average, stocks hitting the market in the past three months have gained an average of 13 percent on their first trading day, according to the IPO advisory firm Renaissance Capital. That's the best performance since 2008.

The rush has come after the U.S. economy grew at an annual rate of 3 percent in the final three months of 2011, the best pace in a year and a half. Hiring is picking up. Earlier this month the Standard & Poor's 500 index closed at its highest point since May 2008. An improving stock market helps fuel demand for IPOs, which are considered riskier investments.

But the IPO market may yet peter out. There were signs of optimism at the start of 2011, but the European debt crisis and renewed economic weakness in the second half of the year froze the IPO market for months. And while more companies are going public now, they're pulling in less cash. U.S. IPOs have raised $5.5 billion so far this year, less than half of the $13 billion that newly public companies pulled in during the 2011 first quarter, according to Renaissance Capital.

It's also still too early to tell whether efforts by lawmakers to make it easier for small companies to raise money through IPOs will help rev up the market. President Obama is expected to soon sign a bill that would reduce the cost of going public for companies with less than $1 billion in annual revenue.

Splashy market debuts are drawing big headlines, but what matters for investors is what a company's stock does beyond the first day, said Kathleen Smith, principal at Renaissance Capital. Small investors may even lose money if they get swept up in first-day buying and end up paying much more than the price that big investors, such as hedge funds and mutual funds, got the night before.

"A more thoughtful investor might wait until the frenzy is over," Smith said.

LinkedIn Corp. shares, for example, more than doubled in their debut, closing up 109 percent at $94.25. But the hubbub didn't last and shares fell as low as $55.98 by November. The stock has recovered its losses, however, and closed Thursday at $102.67.

Though far from the dot-com bubble of the late 1990s, much of the investor demand in the past year has centered on technology stocks like LinkedIn, especially companies engaged in mobile devices and social networking.

Facebook's much-awaited IPO is expected later this spring. The Menlo Park, Calif.-based company has said it anticipates raising at least $5 billion. If all goes as expected, the world's biggest online social network could be valued at as much as $100 billion. That would be the biggest Internet IPO ever.

S&P's Peterson said the "Facebook factor" and gains in the broader stock market are both helping stoke investor demand for IPOs. It's also the end of the first quarter, so it's not uncommon for banks to want to get deals done before the period closes, he added.

'Hunger Games' Fans Have Spoken: Jennifer Lawrence Isn't Too Curvy

'Jennifer Lawrence is the perfect Katniss Everdeen!' one MTV News commenter writes.
By Elizabeth Lancaster

After devouring the books and flooding movie theaters, "Hunger Games" fans have become fiercely loyal to the actors who embodied their favorite characters. And those die-hards are not taking kindly to suggestions that Jennifer Lawrence is too curvy to play Katniss Everdeen.

Much of the backlash stems from New York Times film critic Manohla Dargis' review of the film, in which she wrote: "A few years ago Ms. Lawrence might have looked hungry enough to play Katniss, but now, at 21, her seductive, womanly figure makes a bad fit for a dystopian fantasy about a people starved into submission."

On Wednesday, when MTV News checked in with "Hunger Games" experts for their feelings on the subject, many of you took to our comments section and our Twitter to let us know just how much you disagree with Dargis' take on the lead actress.

MTV.com reader DavidB presented this quote from Suzanne Collins' book, in which Katniss describes her own body: "I stand straight, and while I'm thin, I'm strong. The meat and plants from the woods combined with the exertion it took to get them have given me a healthier body than most of those I see around me."

Another commenter, GrantGibbs1, wrote, "Jennifer Lawrence is the perfect Katniss Everdeen! She's not even fat??? First racist comments now weight issues," the commenter added, in reference to the issues some moviegoers have had over Rue being played by a black actress.

For many fans and readers, it's not about accuracy, but respect and admiration for Jennifer Lawrence as an actress, as well as defending young women from the pressures that create body issues. On Twitter, @PromiseKidrauhl told us Lawrence "was perfectly picked to play Katniss," while @valvdg wrote, "As if young women didn't have enough weight issues."

It's not too late to make your voice heard: What do you think about the controversy over Jennifer Lawrence's body?

Check out everything we've got on "The Hunger Games."

New dimension for solar energy: Innovative 3-D designs more than double the solar power generated per area

ScienceDaily (Mar. 27, 2012) ? Intensive research around the world has focused on improving the performance of solar photovoltaic cells and bringing down their cost. But very little attention has been paid to the best ways of arranging those cells, which are typically placed flat on a rooftop or other surface, or sometimes attached to motorized structures that keep the cells pointed toward the sun as it crosses the sky.

Now, a team of MIT researchers has come up with a very different approach: building cubes or towers that extend the solar cells upward in three-dimensional configurations. Amazingly, the results from the structures they've tested show power output ranging from double to more than 20 times that of fixed flat panels with the same base area.

The biggest boosts in power were seen in the situations where improvements are most needed: in locations far from the equator, in winter months and on cloudier days. The new findings, based on both computer modeling and outdoor testing of real modules, have been published in the journal Energy and Environmental Science.

"I think this concept could become an important part of the future of photovoltaics," says the paper's senior author, Jeffrey Grossman, the Carl Richard Soderberg Career Development Associate Professor of Power Engineering at MIT.

The MIT team initially used a computer algorithm to explore an enormous variety of possible configurations, and developed analytic software that can test any given configuration under a whole range of latitudes, seasons and weather. Then, to confirm their model's predictions, they built and tested three different arrangements of solar cells on the roof of an MIT laboratory building for several weeks.

While the cost of a given amount of energy generated by such 3-D modules exceeds that of ordinary flat panels, the expense is partially balanced by a much higher energy output for a given footprint, as well as much more uniform power output over the course of a day, over the seasons of the year, and in the face of blockage from clouds or shadows. These improvements make power output more predictable and uniform, which could make integration with the power grid easier than with conventional systems, the authors say.

The basic physical reason for the improvement in power output -- and for the more uniform output over time -- is that the 3-D structures' vertical surfaces can collect much more sunlight during mornings, evenings and winters, when the sun is closer to the horizon, says co-author Marco Bernardi, a graduate student in MIT's Department of Materials Science and Engineering (DMSE).

The time is ripe for such an innovation, Grossman adds, because solar cells have become less expensive than accompanying support structures, wiring and installation. As the cost of the cells themselves continues to decline more quickly than these other costs, they say, the advantages of 3-D systems will grow accordingly.

"Even 10 years ago, this idea wouldn't have been economically justified because the modules cost so much," Grossman says. But now, he adds, "the cost for silicon cells is a fraction of the total cost, a trend that will continue downward in the near future." Currently, up to 65 percent of the cost of photovoltaic (PV) energy is associated with installation, permission for use of land and other components besides the cells themselves.

Although computer modeling by Grossman and his colleagues showed that the biggest advantage would come from complex shapes -- such as a cube where each face is dimpled inward -- these would be difficult to manufacture, says co-author Nicola Ferralis, a research scientist in DMSE. The algorithms can also be used to optimize and simplify shapes with little loss of energy. It turns out the difference in power output between such optimized shapes and a simpler cube is only about 10 to 15 percent -- a difference that is dwarfed by the greatly improved performance of 3-D shapes in general, he says. The team analyzed both simpler cubic and more complex accordion-like shapes in their rooftop experimental tests.

At first, the researchers were distressed when almost two weeks went by without a clear, sunny day for their tests. But then, looking at the data, they realized they had learned important lessons from the cloudy days, which showed a huge improvement in power output over conventional flat panels.

For an accordion-like tower -- the tallest structure the team tested -- the idea was to simulate a tower that "you could ship flat, and then could unfold at the site," Grossman says. Such a tower could be installed in a parking lot to provide a charging station for electric vehicles, he says.

So far, the team has modeled individual 3-D modules. A next step is to study a collection of such towers, accounting for the shadows that one tower would cast on others at different times of day. In general, 3-D shapes could have a big advantage in any location where space is limited, such as flat-rooftop installations or in urban environments, they say. Such shapes could also be used in larger-scale applications, such as solar farms, once shading effects between towers are carefully minimized.

A few other efforts -- including even a middle-school science-fair project last year -- have attempted 3-D arrangements of solar cells. But, Grossman says, "our study is different in nature, since it is the first to approach the problem with a systematic and predictive analysis."

David Gracias, an associate professor of chemical and biomolecular engineering at Johns Hopkins University who was not involved in this research, says that Grossman and his team "have demonstrated theoretical and proof-of-concept evidence that 3-D photovoltaic elements could provide significant benefits in terms of capturing light at different angles. The challenge, however, is to mass produce these elements in a cost-effective manner."

Lenovo outs Enterprise App Shop for business-oriented Android folks
We'd previously seen Lenovo work its app game by handing out dev classes to high schoolers, and now it's got some application bits for the grown-ups. Earlier today, the Chinese manufacturer introduced its Enterprise App Shop, which is said to run on Android slates that are sporting Honeycomb or any later version of the OS. Lenovo's also stuffed an "App Shop Manager" feature in the biz-oriented market, allowing companies to build a mini app store where they can add and control their own applications. The ThinkPad maker says the Enterprise App Store Shop's simplicity will help by "eliminating factory resets and streamlining app installation," while being "very intuitive and easy to use." We'll have to wait and see if that's indeed the case.

Food And Drink ? GUEST REVIEW In Coral Gables Community ...

I had never heard about Crave and much less that it had opened in Coral Gables two weeks ago. Fortunately for me, my boyfriend had discussed it when I was trying to think of places to go to dinner with my friends. After some research into the menu I realized this was a little state chain with a diversified menu similar to Cheesecake Factory (minus the cheesecake). The menu offers a lot of continental/new American dishes as well as a decked out sushi bar and wine list. One of my friends had visited one of their Minnesota locations and raved about it, so we made a decision to give it a shot. Once at the cafe you notice how massive it is. The outside dining area is larger than most locally run bistros, venture inside and you are slapped in the face with a gigantic space that screams, ?Viva las Vegas! ? The d?cor reminded me a lot of the Bellagio, with Chihuly-esque glass structures hanging from the ceilings and walls.

While we waited for my chums, we tried two appetisers and drinks. I kept it easy and ordered their edamame. The edamame is tossed in a sriracha soy glaze that gives it a nice kick and when I was finished, my lips were burning and tingling. The edamame was superbly cooked and very well seasoned; fortunately for me, my date was too occupied with his food so I did not have to share.

My date had 2 appetisers; he started off with their Sunomono Salad (a posh way of pronouncing cucumber salad). The salad is truly light and refreshing with cucumbers, daikon and carrots tossed in sweet rice vinegar. The display was also simple and colorful with the bright greens, orange and yellow colours popping against the contrast of the white dish. The rice vinegar tasted great and was a good compliment to the thinly shredded daikon and cucumber.

Up next, my date had their Griddled Ceviche. I know what you are thinking, ?Grilled Ceviche, isn?t that a total oxymoron?? And you are totally correct. That's really what charmed us about the dish. The menu has a straightforward description for this dish that states, Shrimp, scallop, kimchee, mango and cilantro. What we got was a bowl filled with shrimp, scallops, chopped mango and minced cilantro with 3 orange segments and 3 slices of avocado. As you may be able to see in the photo, the avocado had some slight brown spots, but nothing that was too unbearable. As some of you may know by this time, I am allergic to shrimp, so I could not try this dish and have to rely solely on what my date?s thoughts on the dish were for this post. He revealed the freshness of the ingredients was not top notch, but none the less it is a good dish with a great fusion of fruits and savory tastes. Whether the name GRILLED Ceviche is 100% befitting is still to be determined, though it was a tasty dish none the less. I will be able to comment, I've realized that my date?s intake of shrimp has skyrocketed exponentially since it?s become clear that I am allergic, coincidence? I think not.

When my buddies joined us, we dove directly into our starters and everybody ordered completely different sorts of cuisines. The menu is all over the place, like Britney Spears when she hasn?t had her daily Lithium dose. My friend Manny went with their sushi, his wife and my date both had pasta and I had a pizza. I?ll begin my talking about my friend?s sushi. He got 2 different rolls, their Sumo Roll and Crunchy Spicy Tuna Roll. The sumo roll is a tempura roll with a combination of spicy salmon, mango, cilantro and asparagus with a drip of sweet eel sauce over the top. The Crunchy Spicy Tuna roll comes with Spicy tuna, shrimp tempura, cream cheese, avocado, cucumber, seaweed salad, crunchy flakes, and sweet sauce. My pal was a concentrated sushi eating machine. He probably did at 1 time mention that the sushi did taste nice and the fish was fresh. The indisputable fact that he inhaled his food and failed to look up much during dinner was a positive signal.

My date had their Shrimp and Andouille sausage pasta (another shrimp dish, I smell a conspiracy). The dish includes linguini, saut?ed shrimp, andouille sausage, spinach, broccolini, tomato and fresh parmesan all tossed in a marginally spicy vodka cream. I was unable to taste this dish, but the veggies were all brightly colored and my date did mention the dish had a pleasant kick to it that went well with the sausage and shrimp.

My mate Jen is simply one of the pickiest eaters in The USA. I know as she reads this she's likely announcing aloud, I AM NOT! I continue to love you Jen, but you are fussy do not be irritated by me! Although she was debating over 2 different dishes, at the last minute she. Made a decision to have their Roast Chicken and Penne pasta. The pasta comes with roasted red peppers, kalamata olives, goat cheese, pine nuts, minced basil tossed in a romesco sauce. She enjoyed the red peppers and the undeniable fact that they were still al dente and firm. The Chicken tasted fresh and the pasta was also cooked al dente. The romesco sauce gave it all a great, a touch spicy flavor that tied together all the ingredients nicely. You can imagine our awe when she left all but 5 pieces of pasta behind. If the fussy eater of the bunch ate her entire plate, you know it can't be bad.

I ended up having their Grape and Apple flatbread pizza. I was in a vegetable eater friendly mood that night and this dish appeared reasonably healthy. I really enjoyed this dish, the crust was truly thin, and almost cracker like around the edges (I realize a few of the people do not like this kind of crust, but given the toppings it was a success for me). The pizza came topped with a large amount of blue cheese crumbles, thinly julienned red apples, halved seedless purple grapes and dripped with honey and minced parsley. The menu discussed that the pizza comes with rosemary, but my pizza had no rosemary in it whatsoever. None the less, this giant flatbread was actually mouth-watering and the red apples and grapes went well with the blue cheese. And do not let this dish fool you, it is really awfully filling yet it does not leave you asking the waiter for a wheelbarrow and stretchy pants.

My friends made a decision to try 2 their ?Crave Miniatures ? also known as pudding shots. My buddies went with their Tiramisu and Salted Caramel Mousse shots. The Tiramisu was delicately layered similar to a small trifle and topped with a generous dusting of cocoa and a chocolate decoration to give it some additional pizzazz. My friend Jen breathed her shot and was sufficiently nice to grace her hubby with one small spoon before devouring it. Her husband ate the bulk of the Salty Caramel mousse shot that looked ethereal and light as a mousse should. The display of this shot was less decadent and fancy it looked succulent. I was too stuffed to try either one of the desserts, but both of my friends warranted me they were superb.

Actually , our meal and experience was a favorable one. Our waitress was jovial, helpful and keen to aid us with ideas. The food was good and the diner was surely busy for a Thursday night. If you're searching for a huge place to host a celebration or a trattoria that's a nick above the Cheesecake factory, then give this place a try. The menu does spread itself rather thin with so many various options and cuisines. As with several chain restaurants that have so many options, it doesn't particularly excel or wow, but they execute their dishes well in an above average manner. This is their 2nd outpost in Florida, with their first located in Orlando, and I expect more locations to pop up in South Florida.

Terra Nova 2012. Communications and Navigation. - Terra Nova TV ...

Initially Terra Nova will rely on standard portable radio systems but we will eventually want something better. We will also want a navigation system that doesn't rely on GPS.

LORAN.
Tried and true. Very reliable. The latest model (eLORAN) promises navigation accuracy of 8 meters. That's as good as GPS. Range of over 1,000 miles is about as good as a ground based radio navigation system gets. Three or 4 eLORAN transmitter stations would probably be adequate to cover the entire North American inland sea region. Receiver no larger then GPS receiver as the system is essentially similiar. You get position fix from 3 or 4 radio transmitters which are ground based instead of space based.

High performance has a price. You need a minimum of 3 stations for a position fix and 4 are better. Transmitters require 100kW to 4mW of power. Most antenna heights between 190 and 220 meters. To make this system work we would need 4 settlements with 5mW (or larger) hydro power stations more or less equally spaced around the inland sea.

Combined cell phone and navigation system.
Transmitter tower height of 50 to 200 feet.
Transmitter power up to 500 watts.
Range in flat terrain of 50 to 70km.
Range in hilly terrain can be as little as 5km.

A multitude of cellular systems are available. Position fix similiar to LORAN and GPS but much shorter range. Receiver gets a position fix from cell phone towers. This can be incorporated into a hand held phone allowing both communication and navigation.

Overwhelming popularity suggests that people love cell phones. Plus you get communications and navigation in a single package. However short range makes this system unsuitable for long range navigation. Aircraft (including UAVs) and ships would still require a longer range system.

Other systems are available. What are your recommendations?

California PUC Approves Resolution Regarding Sutter Energy Center

DUBLIN, Calif.--(BUSINESS WIRE)--The California Public Utilities Commission (CPUC) today approved a resolution ordering California?s three investor-owned utilities to negotiate to enter a contract with Calpine Corporation's (NYSE:CPN) Sutter Energy Center (Sutter) within the next 30 days. In taking this action, the CPUC acknowledged that Sutter?s capacity and operational flexibility will be needed for system reliability in coming years.

Located near Yuba City, Sutter is one of the state?s newest and cleanest natural gas-fired power plants. This modern, efficient, ultra-low water consumption, combined-cycle power generation facility has the capacity to produce up to 578 megawatts of electricity. It commenced commercial operation in 2001 and is a vital contributor to the local Sacramento Valley economy, generating more than $2.6 million in annual property tax revenue and employing 26 local residents with an annual payroll of approximately $3 million.

About Calpine

Calpine Corporation is the largest independent power producer in the U.S., with a fleet of 93 power generation plants representing more than 28,000 megawatts of generation capacity. Last year our plants generated more than 94 million megawatt hours of power for our wholesale customers in 20 states and Canada. Our 91 operating plants as well as two under construction consist primarily of natural gas-fired and renewable geothermal power plants that use advanced technologies to generate power in a low-carbon and environmentally responsible manner. Our modern, clean, efficient and cost-effective fleet stands ready to respond to the increased need for cleaner and more affordable power as the economy recovers, as new environmental rules are implemented and force older, dirtier plants to retire or reduce generation, as variable renewable power generation from wind and solar grows and with it the need for flexible natural gas generation to assure firm supply to the grid, and finally, as natural gas becomes economically competitive with coal as a fuel for power generation. Please visit www.calpine.com to learn more about why Calpine is a generation ahead - today.

Reader Rants: Takes on Jose Aldo, ?The Ultimate Fighter? and touching gloves

Welcome to another edition of Reader Rants, where your opinions take center stage. Taken from the Cagewriter Facebook page, each rant comes from a Cagereader. If you want to join in, go to Cagewriter's Facebook page, like it, and comment on stories.

No opponent has yet been named for Jose Aldo's title bout in Calgary. One reader wants to see him try out lightweight instead.

I'd like to see him test the waters at 155, a la Anderson vs Irvin/Griffin. I think he would be the most likely candidate for a concurrent belt holder. (Jones at HW is ridiculous. He is an awesome, absolutely spectacular fighter, but his frame is not that of a HW.) -- John Wilcox

Friday night's "The Ultimate Fighter" quick ending also caused a reaction.

I don't like abusing the term "got caught" when referring to a fighter being stopped via KO or submission, but that's exactly what happened to Daron Cruikshank. I appreciate what James Vick pulled off, but I can't unequivocally say he's the better fighter. -- Brandon Artiles

But nothing inspired more comments than Sheila Gaff's knockout of Jennifer Maia. When Maia raised her hand to touch gloves, Gaff started swinging.

They touched gloves earlier. It should be discussed before the fight if they will touch gloves at 1st round. For all we know, she had her arm outstretched to size up distance. I doubt it, but we have no clue what was going through her head. Maybe they decided to touch gloves at the beginning of the round and the other girl screwed her over, who knows? -- Will Howard

She was totally in the right throwing that punch. The referee says 2 things at the start of the fight "obey my commands at all times" and "protect yourselves at all times". Touching gloves should be outlawed once the fight begins, it causes too many of these issues (Wes Sims v Frank Mir 1). It also puts the fighters at a disadvantage. If they touch gloves they give up their range, if they don't it's perceived as poor sportsmanship when all they're doing is following referee instructions. -- Ellis Lett Garnette

The bell rang, it was on. Yes, touching gloves is a classy thing to do but it is a tactical decision that came back to bite her. That said, it was a cheap shot. -- Nick Sicinski

Pro golfer Bubba Watson, Motorola team up and tee up for MOTOACTV Golf Edition

MOTOACTV Golf Edition

Motorola this morning announced that it's teamed up with three-time PGA Tour winner (and fellow Northwest Florida native!) Bubba Watson for the the MOTOACTV Golf Edition. This version's being billed as "a cutting-edge GPS golf tracker, virtual caddy and online clubhouse. (Read our full review of the MOTOACTV standard edition.)

The MOTOACTV Golf Edition has 20,000 courses available, and you'll be able to check distance to the front, center and back of greens, as well as the distance to hazards. (Which for some of us often is seen in negative numbers.) It also can help keep track of your score, including clubs used and greens hit in regulation. The "online clubhouse" portion syncs your data to Motorola's MOTOACTV service, where you can then see a satellite view of the course you played, and where your shots went. You also can see how Watson has played on a course before you tee up. (Hint: Get ready to get depressed, unless you're at Tanglewood or Stonebrook here in Santa Rosa County, I suppose.)

“The new Golf Edition of MOTOACTV has features that allow players to make better decisions on the course,” Watson said in a press release. “From the weekend warriors trying to find the distance to the back of the green to great golfers who want to analyze their game and share their stats with friends, MOTOACTV helps improve scores and makes the game more enjoyable.”

You can preorder the MOTOACTV Golf Edition today for $299.99 either from Motorola, or from Amazon. It'll start shipping April 1.

Russia offers to back Annan's Syria plan at UN

MOSCOW (AP) ? Russia said Tuesday it's ready to support a United Nations resolution endorsing Kofi Annan's plan for settling the Syrian crisis, signaling it is prepared to raise the pressure on its old ally.

Russia's Foreign Minister Sergey Lavrov warned that the resolution shouldn't turn into an ultimatum to the Syrian government, setting the stage for tough bargaining over the wording of the document at the U.N. Security Council. But Lavrov's statement appeared to indicate growing impatience with Syrian President Bashar Assad.

Russia and China have twice shielded Assad's regime from the U.N. sanctions over its yearlong crackdown on protesters, in which more than 8,000 have died. But the Kremlin has also offered strong support to Annan, the former United Nations secretary-general who is joint U.N. and Arab League special envoy.

Annan has met twice with Assad earlier this month and made proposals to end the bloodshed, which haven't yet been made public.

Lavrov said that Annan's proposals should now be unveiled, adding that Moscow stands ready to back a U.N. Security Council resolution supporting it.

"The Security Council should support them not as an ultimatum, but as a basis for the continuing efforts by Kofi Annan aimed at reaching accord between all the Syrians, the government and all opposition groups on all key issues, such as humanitarian corridors, halting hostilities by all parties, the beginning of a political dialogue and offering access to the media," Lavrov said at a news conference following the talks in Moscow with his Lebanese counterpart.

Lavrov said over the weekend that Annan's plan doesn't contain a demand for Assad to step down. On Tuesday, he reaffirmed Russia's call for a simultaneous ceasefire by the government and the opposition forces.

Lavrov also said that a Russian navy oil tanker anchored at the Syrian port of Tartus is on a mission to assist Russian navy ships on anti-piracy patrols in the Gulf of Aden. He scoffed at media reports alleging a Russian military buildup in Syria, saying that the group of servicemen on board the tanker is needed to protect it from pirates in the waters off Africa's coast.

Lavrov's statement followed Moscow's strong call on the Syrian government to open humanitarian corridors that would allow the International Committee of the Red Cross treat the victims of the fighting. Moscow also urged Damascus to grant the Red Cross access to jailed protesters.

While Russia had previously backed the ICRC's call for a cease-fire, Monday's statement from the Foreign Ministry that followed Lavrov's talks with ICRC chief was worded more strongly than the previous ones.

Speaking before Russian Parliament last week, Lavrov criticized Assad for being to slow to implement long-needed reforms and warned that the conflict in the Arab state could spiral out of control.

He also complained in a weekend interview with state television about the "unproportional" use of force by the government troops and said that Moscow disagrees with many of the decisions made by the Syrian leadership.

"We are supporting the need to start a political process, and to do that it's necessary to have a cease-fire first," Lavrov said. "Russia will do everything for that, irrespective of the decisions made by the Syrian government. We disagree with many of those, by the way."

In Brussels, a senior European Union official said Tuesday that all member states may close their embassies in Syria following clashes in an upscale neighborhood of Damascus.

The official, who could not be identified in line with EU rules, said that EU foreign ministers will discuss the situation in Syria, and possible evacuation of diplomats, when they meet on Thursday and Friday.

So far, six EU states have closed their missions in Damascus, and some others, who have maintained presence, have reduced staff.
